This is the nautical alphabet. Its development began in the 18th century by British, French and American seamen. It was used by merchant and warships until the widespread use of wireless radio. Flags, representing letters, were strung together to make words or code signals and hauled up the mast. This communication system also included pennants to represent numbers. Today nautical flags and pennants are used for colorful ceremonial displays by sea going vessels on special occasions.
